Explanation
CBP found that the doll-sized beret, bracelet, backpack and travel mug together have the essential character of doll accessories made for the American Girl doll. The child's bracelet isn't a toy, so CBP applied Note 4 to Chapter 95. That note keeps heading 9503 for toys packed for retail sale with items that would otherwise fall in other headings, when the combination has the essential character of toys and the items complement each other for amusement, diversion or play.
CBP found the set meets Note 4: its purpose is the amusement expected from toys, and the child's bracelet adds to the amusement value of the toys packed with it. The line covers other toys and accessories labeled for children 3 to 12; this set is for children 6 and up.
The letter also notes. The letter notes that imports of this product may be subject to Section 133 of the Customs Regulations if they copy or simulate a registered trademark, trade name or copyright recorded with CBP.
