Explanation

To fall under heading 8471, the boards had to meet chapter 84 note 6(C), which sets three conditions for a unit of an automatic data processing (ADP) system: solely or principally used in such a system, connectable to the central processing unit, and able to accept or deliver data the system can use.

Note 6(D) excludes monitors from that heading, but the letter finds the Smart Board is not merely a display monitor. Its touchscreen and LCD panel are permanently combined in one device that supplies both the input unit and the output unit, and it's principally used in an ADP system for data processing. So CBP classified it under General Rule of Interpretation 1 as a combined input/output unit.
