Explanation
The display ships with a stylus, eraser, cables and remote control. CBP treated it as a set put up for retail sale under GRI 3(b) and found the touchscreen display monitor gives the set its essential character.
Chapter 84 note 6(C) says a data processing unit must be mainly used in an automatic data processing system, connect to the central processing unit, and accept or deliver data the system can use. Monitors and projectors are excluded from heading 8471, but CBP found this display is more than a monitor: the touchscreen and display panel are permanently combined in one unit, principally used in a computer system for input and output. CBP classified it under GRI 1 as a combined input/output unit.
The letter also notes. CBP limited the ruling to the IFP7552 model, since the request described four sizes but identified only that model number.
