The bottom of the bag is interwoven paper strips, which count as plaiting material. Chapter 42 note 3(A)(b) keeps articles of plaiting materials out of heading 4202. CBP compared the two surfaces: the plaiting material covers about 1403 square centimeters and the cotton textile about 2348. Because the textile predominates, CBP found the bag is an article of textile and not of plaiting material, so the exclusion doesn't apply.
