Explanation
CBP found that the zipper tape is an article of plastic and that no other heading describes it more specifically. That put it under heading 3926, other articles of plastics, on the line for other articles not named elsewhere in the heading. CBP also found the tape similar to the zipper tapes ruled on in N349548 and classified it the same way.
The requester had proposed heading 9606, for buttons and press-fasteners. CBP set that heading aside after reading the Explanatory Notes to it.
